[Settings] Code refactor for BroadcastReceiver under Lifecycle

This is an implementation of BroadcastReceiver which supported by
LifecycleCallbackConverter.
Registration of BroadcastReceiver only take place when Lifecycle in
RESUME status.

Bug: 229689535
