Use AvailableVirtualKeyboardFragment for IME settings

CL[1] make InputMethodPreference support:
-. Tap to corresponding IMEs settings
-. Using switch to enable/disble IMEs

Using AvailableVirtualKeyboardFragment for
language and input settings entries and
remove unused files.
