Avoid unnecessary stopTethering when startTethering fails
- If Wi-Fi tethering is enabled or enabling, avoid to startTethering again. - If Wi-Fi tethering is disabled or disabling, avoid to stopTethering again. - Add more logs to know which module stopped Tethering.
