Fix how Home Activities are refreshed

- remove that HomePackageReceiver from the AndroidManifest
that could force Settings to run
- use a HomePackageReceiver into HomeSettings and DashboardSummary
- fix also the BatteryInfoReceiver for refreshing the Dashboard
