Introduce BluetoothAudioQualityPreferenceCtrl

- Create new BluetoothAudioQualityPreferenceController
 - Create controller inside the DashboardFragment
 - Port logic from DevelopmentSettings into the controller

Test: make RunSettingsRoboTests -j40
