Introduce BugReportInPowerPreferenceControllerV2

- Create new BugReportInPowerPreferenceControllerV2
 - Deprecate BugReportInPowerPreferenceController
 - Create controller inside the DashboardFragment
 - Copy logic from BugReportInPowerPreferenceController with
 slight modifications for dashboard fragment compatibility
