Add AnomalyDetectionPolicy

AnomalyDetectionPolicy contains all the knobs for anomaly detection.

Since Robolectric doesn't support KeyValueListParser, this cl creates
KeyValueListParserWrapper so we could mock it and test
AnomalyDetectionPolicy
