Introduce SelectDebugAppPreferenceController

- Create new SelectDebugAppPreferenceController
 - Update onActivityResult to loop through all controllers
 - Add new activity request code
 - Create controller inside the DashboardFragment
 - Port logic from DevelopmentSettings into the controller

Test: make RunSettingsRoboTests -j40
