Fix "Turn on phone calls" for guest user

Move "Turn on phone calls" from guest detail user screen to user screen.
Optimisation: Applying restrictions to default guest user has been moved
to UserManagerService -> setDefaultGuestRestrictions.

Following UX there is no need for confirmation dialog.
