Add WifiTrackerLib as separate dependency from SettingsLib

WifiTrackerLib should be removed from SettingsLib to avoid tying it to
SettingsLib's min_sdk_version. Modules that need WifiTrackerLib should
now explicitly add it as a static_lib.
