Add AppOptimizationModeEventsUtils to save & update app optimization mode expiration events.
- [Update] Save app optimizaiton mode set & expire events from turbo. - [Reset ] Restore optimization mode for expired events in Periodic job. - [Delete] Cancel expiration event if user updates mode in app usage page.
