Move add/remove/findPref to ProgressiveDisclosureMixin.

This makes ProgressiveDisclosureMixin the authority for adding/removing
preferences so caller doesn't need to figure out if a preference is on
screen or collapsed.

Test: make RunSettingsRoboTests -j40
