Avoid ANR of TetherPreferenceController
Off load the following work from main thread, - Calculate title - Calculate summery This also helps improve the latency. Also migrate to registerTetheringEventCallback() since TetheringManager.ACTION_TETHER_STATE_CHANGED is deprecated.
