Implement default assist app setting

- Add "None" support to AppListPreference
- Add DefaultAssistPreference to manage assist;
- Add AppListPreferenceWithSettings to show a settings icon;
- Implement DefaultAssistPreference based on AppListPreferenceWithSettings;
- Move voice input settings into ManageAssist and implement it
  based on AppListPreferenceWithSettings;
