[Wi-Fi] Implement Wi-Fi Auto-connect feature

This feature allows users to specify if a Wi-Fi network
will be auto connected after disconnection.

Bug: 136472407
Test: make RunSettingsRoboTests ROBOTEST_FILTER=WifiAutoConnectPreferenceController2Test
