[Settings] replace isNonTtyOrTtyOnVolteEnabled() in WFC

1. Code refactor
2. Replace ImsManager#isNonTtyOrTtyOnVolteEnabled() by combination of
   TelecomManager#getCurrentTtyMode() and
   ImsMmTelManager#isTtyOverVolteEnabled()
