[Wi-Fi] Fix transition mode problems

Replace SECURITY_PSK_SAE_TRANSITION & SECURITY_OWE_TRANSITION with
AccessPpoint#isPskSaeTransitionMode() &
AccessPpoint#isPskOweTransitionMode()
