[Provider Model] Implement the carrner network selection settings

- Add WifiPickerTrackerHelper to reuse the library

- User taps on carrier network preference
  - Calls MergedCarrierEntry#connect()

- User toggles mobile data On/Off
  - Calls MergedCarrierEntry#setEnabled(true/false)
