[Settings] Remove PhoneStateIntentReceiver

1. Replace PhoneStateIntentReceiver by adopting PhoneStateListener
2. Replace TelephonyProperties.in_ecm_mode() by
TelephonyManager.getEmergencyCallbackMode()

make RunSettingsRoboTests -j ROBOTEST_FILTER=AirplaneModePreferenceControllerTest
