Enable Linux terminal app via developer settings

Bug: 369246712
Test: `atest SettingsRoboTests`, try toggle the option, \
  and try search with 'Linux'.
Flag: RELEASE_AVF_SUPPORT_CUSTOM_VM_WITH_PARAVIRTUALIZED_DEVICES
