Introduce DeveloperOptionsPreferenceController

- New abstract class for all preference controllers in developer
 options
 - Used to handle changes in the master switch
 - DeveloperSettingsDashboardFragment has a reference to all preference
 controllers to call "handleMasterSwitchToggled()"

Test: make RunSettingsRoboTests -j40
