Always show wifi wake setting.

Remove WIFI_WAKEUP_AVAILABLE config setting its available by default.
Remove check for NETWORK_RECOMMENDATIONS_ENABLED, the feature no longer
uses the recommender.

Test: make RunSettingsRoboTests RunSettingsLibRoboTests;
Test: atest SettingsBackupTest; manual/exploratory
