Removed reference to RadioAccessFamily

1. Removed reference to RadioAccessFamily#getNetworkTypeFromRaf,
RadioAccessFamily#getRafFromNetworkType

2. Migrated hidden NETWORK_MODE_* constants in TelephonyManager
