Controls to set expensive (metered) networks.

Add UI to change metered flag on NetworkPolicy, and support Wi-Fi
policies per-SSID.  Create Wi-Fi policies as needed, but leave cycle
undefined.

Only show and mutate mobile policies when SIM state is ready.
