Switch from SI to IEC unit when formatting data usage bytes

- Created a new helper method DataUsageUtils.formatDataUsage() to
  format data usage bytes using IEC formatting.
- Switch from Formatter.formatFileSize() to DataUsageUtils.formatDataUsage()
  everywhere in datausage package.
