Make tether preference controllers extend BasePreferenceController
These controllers extended AbstractPreferenceController, which is not quite compatible with some of the present framework. Especially for indexable keys of settings search. TetherEnabler and AllInOneTetherSettings are refactored based on the change. Tests are updated.
