Update Work profile settings

Change work apps toggle to a primary toggle
make Xprofile contact search toggle disable/enable when work profile is turned off
Add footer and change strings
Add tests

Test: atest ContactSearchPreferenceControllerTest, atest WorkModePreferenceControllerTest
