PawletSettingsFragment now binds os.pawlet.bgupd's IBgUpdaterService
(pawletos.bgupd.permission.BIND_UPDATER) instead of leaving the
webview_provider picker inert: selecting a provider calls
setPreferredProvider() if already installed-but-disabled, or
requestComponentUpdate() to fetch it via BgUpd otherwise. Also surfaces
icons/launcher installed versions (read-only rows) and a "check for
updates now" button (forceCheckAll()).
Component status refresh runs on a single background executor, UI updates
marshalled back via runOnUiThread -- avoids blocking the main thread on
binder calls.
me.pawlet.settings.xml (privapp-permissions allowlist for
WRITE_SECURE_SETTINGS) and res/values/arrays.xml (webview provider
entries/values the XML already referenced) were the two files this
depended on that hadn't been added yet.
