3e6ab33b04 Initial scaffold: PawletOS Settings app 
Privileged system app that registers with Settings via
com.android.settings.action.EXTRA_SETTINGS, appearing under
the Device category. Provides an empty PreferenceScreen
ready for PawletOS-specific toggles.
