Its self-contained runtime_resource_overlay bundling res/xml/fonts_
customization.xml never actually worked -- RRO overlays can't inject
a raw /product/etc file into another package. Consolidated to match
the real mechanism every other font here uses: binary in
prebuilt/product/fonts/, family entry in the one shared
fonts_customization.xml.
