a0f3530f2e audio: clean up makefiles 
* Restructure to remove dependencies elsewhere in the AOSP tree, move APEX
  definition from subdirectory, 'bpfmt -s -w Andoid.bp', etc.
* Remove package license definitions that are not visible in this context.
