Vinay Joglekar 7e38e8a089 Update Scrim values for blur
Set foreground color to ScrimView in overview. Added new state property
for foreground.

Fix: 412928191
Test: Go to overview
Flag: com.android.launcher3.enable_overview_background_wallpaper_blur
