Address comments on original shortcuts UI CL (ag/1061538).

- Only add shortcut touch listener to APPLICATION item types, not SHORTCUT.
- Load shortcuts on LauncherModel worker thread instead of using AsyncTask.
- Avoid a couple of unnecessary object allocations.
